Registration
binds: vehicle owner · verified Aug 2026
commencement of residency in the Commonwealth of Virginia
Who this covers, exactly
A resident owner of a passenger car, pickup or panel truck, moped, autocycle or motorcycle duly registered for the current calendar year in another state or country. The statute frames this as a temporary EXEMPTION from Virginia registration for the first 30 days of residency; Virginia DMV frames the same period as a duty to title and register.
Title the vehicle before registering it, and insure it before registering it.
Sequence This duty follows getting the vehicle title in Virginia. Window: 30 days from moving to Virginia. Proof: Virginia vehicle title. Virginia DMV, "New to Virginia"

Local decal
binds: vehicle owner · verified Aug 2026
commencement of residency in a Virginia locality that requires a local sticker or decal
Who this covers, exactly
New resident moves into a Virginia locality whose ordinance requires a local vehicle sticker or decal. This is a sub-state obligation: it is real, it is on the same 30-day clock as the state registration duty, and the state agency that handles registration cannot process it.
Where this applies
Varies by locality. Sold by the local Commissioner of the Revenue, Treasurer or Director of Finance -- NOT obtainable from DMV. Not every Virginia locality imposes one, so the obligation exists only where the locality has adopted it.
note
Set by local ordinance and not centrally published. Not encoded: no single authority states it, which is itself the finding.

Driver license
binds: new resident driver · verified Sep 2026 · quotes found on saved pages, Sep 22, 2026 or later
commencement of residency in the Commonwealth while holding a driver licence issued by another state or country
Who this covers, exactly
A new resident shall, for the first sixty days of residency, be permitted to drive on the out-of-state licence without a Virginia license (46.2-308) -- twice the interval the same statute book gives the vehicle. Obtaining the Virginia licence is conditioned on surrendering the other state’s licence (46.2-323(B)) and on certifying Virginia residency (46.2-323.1), and no credential issues at all to a person who is not a Virginia resident.
Surrender of the out-of-state driver licence, and a certificate of Virginia residency, are each conditions of issuance rather than steps that follow it.
Sequence Handle together with surrender of the driver licence issued by the other state. Proof: the surrendered out-of-state licence. Va. Code s. 46.2-323(B)
Sequence Handle together with executing the applicant's own certificate of Virginia residency. Proof: the applicant's certificate of residency. Va. Code s. 46.2-323.1
If missed
Driving without a Virginia licence once the sixty-day exemption lapses. A knowingly false certification of Virginia residency is punished as provided in 46.2-348.
Exceptions on record

becoming DOMICILED in the Commonwealth while holding a commercial driver licence issued by another state, and intending to drive a commercial motor vehicle
Who this covers, exactly
A person who becomes domiciled in Virginia, holds another state's commercial driver licence and intends to drive a commercial motor vehicle must apply to the Department within 30 days. The trigger is DOMICILE, not residency -- a different zero point from every other duty on this page, and one Title 46.2 nowhere defines. Transfer is without a knowledge or skills test if the applicant is otherwise eligible; a hazardous materials endorsement is the exception and carries its own recency condition.
Being domiciled in the Commonwealth. A person not domiciled here who holds a qualifying commercial driver’s license issued by the state of domicile shall be permitted, without further examination or licensure by the Commonwealth, to drive a commercial motor vehicle in the Commonwealth.

applying to register a motor vehicle in the Commonwealth
Who this covers, exactly
The certificate that the vehicle is insured is an element of the registration application itself: every person applying for registration furnishes it (46.2-706(A)). Separately, owning an uninsured vehicle that is licensed in OR SUBJECT TO REGISTRATION IN the Commonwealth and operating it, or permitting its operation, is a criminal offence (46.2-707) -- which is how a newly arrived owner still on foreign plates is reached once the registration exemption lapses.
The vehicle must be insured, or the owner must hold a certificate of self-insurance, at the moment the registration application is made.

registering a qualifying vehicle in, or operating one primarily in, the Northern Virginia emissions program area
Who this covers, exactly
The enhanced emissions inspection program reaches vehicles with actual gross weight of 10,000 pounds or less, manufactured or designated as a model year less than 25 years before January 1 of the present year, that are registered or operated primarily in ten named Northern Virginia localities. The test is geographic plus registration-or-operation; residency appears nowhere in it, so a new resident outside those ten localities is untouched.
Where this applies
The statute names ten localities and they are of two different kinds: the Counties of Arlington, Fairfax, Loudoun, Prince William and Stafford, AND the Cities of Alexandria, Fairfax, Falls Church, Manassas and Manassas Park. Virginia cities are independent of counties, so half this list is not a county at all. This dataset files the whole list at county level because that is the closest thing it can say, and the mismatch is recorded here rather than hidden.
The vehicle must fall inside both the weight/model-year class and the named geography.
