Driver license window

binds: Adult newcomer with a valid home-state driver license who becomes an Illinois resident and will continue ordinary noncommercial driving · verified Sep 2026 · quotes found on saved pages, Sep 16, 2026 or later

Begins Illinois residence while possessing a valid and current license from the former home state

Who this covers, exactly

Use the valid home-state license only within the first 90 days of Illinois residence and only for vehicles it authorizes. At expiration, comply with Illinois licensing requirements and apply for an Illinois license or permit; an application alone does not extend driving authority. Illinois defines a natural-person resident as a person residing in the state. This is a driving-related rule, not a universal state-ID requirement. Separate CDL domicile limits and express licensing exemptions remain applicable. The statute also limits exemptions granted to nonresidents to the extent of reciprocal treatment by their home jurisdiction.

note

After this exemption expires, highway driving requires an Illinois license or permit unless another express exemption applies. A general fine amount is not verified here.

RUT-50 local vehicle-use tax

binds: Individual moving to Illinois with a motor vehicle acquired by purchase, gift, donation or transfer from a private party · verified Sep 2026 · quotes found on saved pages, Sep 19, 2026 or later

Files or must file Form RUT-50 and the Illinois title or registration application address is within a listed local-government jurisdiction

Who this covers, exactly

If the person uses the Form RUT-50 private-party vehicle-use-tax route and the Illinois title or registration application address falls within a local government listed in the current IDOR private-party vehicle-use-tax guide, check the current RUT-5/RUT-6 material and pay any additional municipal or county private-party vehicle-use tax required for that address, vehicle age and applicable exception category. This is an address-routed add-on to the statewide RUT-50 duty and does not create a second filing clock or a statewide local-income-tax duty. Rates generally change on January 1 or July 1, so current IDOR material controls.

note

An additional municipal or county private-party vehicle-use tax may be due with the RUT-50 transaction. Use the current IDOR RUT-5/RUT-6 guide for the address, vehicle age and exception category; this record states no fixed amount.

Exceptions on record

binds: Person age 21 or older who becomes an Illinois resident, is eligible for the resident license route and chooses to carry a concealed handgun on or about the person or in a vehicle outside an express exception · verified Sep 2026 · quotes found on saved pages, Sep 19, 2026 or later

Becomes an Illinois resident and intends to carry a concealed handgun outside an express home, property, statutory-authority or lawful-transport exception

Who this covers, exactly

Obtain an Illinois concealed-carry license before carrying. Illinois does not recognize a concealed-carry license issued by the former state. This conditional route has no move-day deadline and does not treat every newcomer as a concealed-carry applicant. The qualified-nonresident vehicle exception is separate and applies only while the person meets its nonresident and home-state conditions.

A resident applicant must meet the complete statutory qualifications, including being at least 21 and having a currently valid FOID card, and normally must complete at least 16 hours of approved training unless a statutory training exemption applies.

If missed

Carrying a readily accessible concealed handgun without the required current Illinois license can fall within the offense factors in 720 ILCS 5/24-1.6. Application of that provision depends on the full facts, exceptions and other factors; this row assigns no penalty amount and is not a complete statement of Illinois firearms law.
