Driver license window

binds: Civilian newcomer covered by California's ordinary out-of-state driver-license exemption under section 12502(a)(1) · verified Sep 2026 · quotes found on saved pages, Sep 20, 2026 or later

Establishes California domicile and will continue ordinary, non-employment driving in California

Who this covers, exactly

Obtain a California driver license to continue driving after the out-of-state-license exemption ends. The exemption covers a nonresident over age 18 carrying a valid license from that person's state of residence. For this licensing rule, residence means domicile: the true, fixed, permanent home and principal residence to which the person intends to return. This driving window does not require every mover to obtain a license if they will not drive. Driving for employment after establishing residency has a separate requirement before the first such operation.

note

The out-of-state-license exemption ends after the stated period. Driving on a highway then requires a California license unless another express exemption applies. Penalty amounts are not verified here.
