Moving out of Illinois: insurance, license, deadlines

The duties below bind a person leaving Illinois. Each carries its source and a visible verification date; expand any citation for the exact quoted text. Verified Sep 2026. Every quoted source on this page was found on a saved copy of its page dated Sep 29, 2026 or later.

Apply each item only to its stated population and trigger. A household move does not itself sell a vehicle, close a business, terminate every benefit or cancel an account. Coordinate destination credentials, registration and insurance with Illinois records. Ask the Secretary of State about registration dispositions and plate procedures, and Illinois EPA about any existing emissions notice. Boat address notice does not require buying a corrected card; DNR also accepts an address changed during renewal. The income-tax item uses 2025 Schedule NR instructions: use your filing year's instructions and the actual Illinois residency test, not physical absence alone. Reciprocity, military status, pass-through withholding and joint returns can change the result; a joint Illinois return with a full-year resident spouse uses full-year residency for both spouses. The homestead notices apply only to their stated county, discovery and exemption conditions; contact the assessor about retained property, other exemptions and senior nursing-home or assisted-living exceptions. FOID address notice is separate from nonresident eligibility and a later revocation notice. Nonresidency is a denial/revocation ground subject to the statutory exceptions; do not assume an Illinois concealed-carry license converts automatically or remains authority to carry after the move. Check with Illinois State Police about the nonresident application and status process, and with ATF and destination authorities before transporting firearms. Professional records concern the named law, regulator or registry, not every credential. Other boards, facilities, businesses and compact privileges require the issuing and destination regulators. Notaries should confirm continuing eligibility, including the border-state work-location condition, before performing acts. General assistance uses its stated working-day and earlier-expenditure rule; SNAP simplified reporting and TANF earned-income cases have separate interim-report and redetermination rules. HFS consumer guidance recommends reporting Medicaid information changes within ten days and updating the medical plan and provider; do not postpone reporting based on a different program's clock. Work with the caseworker for benefit closure, destination applications, WIC, housing and other programs not individually listed. Arrange school records and institutional residency determinations with the schools. Registry advance notice is not the entire registration regime: actual-change, temporary-absence, no-fixed-residence, destination and federal requirements remain separate; consult the registering authority before moving. The custody and probation items do not replace individual child-support, protection, parole, placement or supervision orders: work with the responsible court, agency or officer. Before transport, check species-specific animal, plant, soil, quarantine and destination restrictions with the responsible agricultural or veterinary authority. Municipal animal records, parking, retained property, utilities and private accounts follow the issuing office or agreement. Contact the former election authority about voter-record cleanup and the destination authority about registration eligibility.
